The European Union’s Classification, Labelling and Packaging (CLP) Regulation (EC)1272/2008 was enacted to protect workers, consumers and the environment from hazardous chemicals. EU rules for CMR substances. Article 15 of the Cosmetics Regulation 1223/2009 contains provisions on the use of CMR in cosmetic products. As a general principle, substances classified as CMR substances of category 1A, 1B, or 2 under Part 3 of Annex VI to Regulation (EC) No 1272/2008 are banned for use in cosmetic products.
